PURPOSE:
The purpose of this reference guide is to ensure that, as described in
Education Code Section 51225.7, school districts must advise parents,
legal guardians, and educational rights holders (parents) of current 11th
graders that their students’ Grade Point Averages (GPAs) will be reported
to the California Student Aid Commission (CSAC) along with the student's
name. The student will be deemed a Cal Grant participant unless other
provisions apply. In addition, the Los Angeles Unified School District
(LAUSD) must ensure that parents of all juniors and seniors receive
information about the Free Application for Federal Student Aid (FAFSA)
and the California Dream Act Application (CADAA) and complete the
appropriate application or opt out of completing the application. The
District will mail a letter from the Superintendent of Schools to the parents
of juniors and seniors informing them of their right to opt out of the release
of this information to CSAC (or, for families experiencing homelessness,
opt-in) and the right to opt out of applying to FAFSA/CADAA. Instructions
for schools to enter the “opt-out” responses into My Integrated Student
Information System (MiSiS) are below.

For students identified as homeless, California Education Code Section
49073(c) requires parents to opt in to share directory information. The
District will mail a separate letter from the Superintendent of Schools to
the parents of juniors and seniors who have been identified as
experiencing homelessness to inform them of the opportunity to opt in to
release this information to CSAC and the right to participate in applying to
FAFSA/CADAA.
MAJOR
CHANGES:
This reference guide replaces REF-132311.1 - Information Regarding the
California Student Aid Commission and Cal Grants, FAFSA, and CADAA
for High School Juniors and Seniors, dated September 11, 2023.
Pursuant to California Education Code Section 49073(c), directory
information shall not be released regarding a pupil identified as a
homeless child or youth unless a parent or pupil accorded parental rights
has provided written consent that directory information may be released.
Instructions for supporting homeless students have been added to the
reference guide. Also, starting with the 2024-25 school year, lists of
students who have opted out of the sharing of GPAs will be sent to CSAC.
INSTRUCTIONS:
I. BACKGROUND
Under Federal and State law and school district policy, school
districts may identify and disseminate student directory information
to certain authorized individuals, organizations, and/or officials.
Pursuant to California Education Code Section 49073, the District
has identified name, address, date of birth, dates of attendance,
current and most recent previous school(s), dates of attendance,
degrees, honors and awards as directory information that may be
released. Parents/legal guardians/educational rights holders (for
purposes of this policy, “parents”) of students 17 years of age or
younger and adult students 18 years or older may request the
school principal to limit the release of directory information or not
release the directory information at all.
Both the Family Educational Rights and Privacy Act (FERPA) and
state law require that parents be given the option each year to
withhold directory information from being shared.

Pursuant to Education Code 69432.9, all grade 12 students will be
deemed Cal Grant applicants unless the student opts out. For
seniors who have yet to opt out, school districts must submit their
grade point averages (GPAs) to the California Student Aid
Commission (CSAC) to determine Cal Grant eligibility and make
appropriate financial aid awards for college. Without the GPA
information verified by the school district, CSAC cannot determine
Cal Grant eligibility. GPAs for seniors in the 2024-25 school year will
be reported to CSAC by March 2, 2025. Seniors who are 18 years
of age or parents of seniors under 18 years of age may opt out of
being automatically deemed a Cal Grant applicant. To opt out,
parents or adult students must complete the “Request to Withhold
11th/12th Grader CSAC GPA Information” (Attachment C – LAUSD
FAFSA or CADAA Opt-Out Form) and return it to the school by the
specified deadline. Current 11th-grade students are advised that
their GPAs will be reported to the CSAC on September 30, 2025, to
meet the state deadline of October 1, 2025, unless the student has
opted out.
Effective January 2022, California Education Code Section 51225.7
requires school districts to confirm that all pupils complete the
FAFSA or CADAA, as applicable, or opt out of this process. Students
can complete the opt-out process if they are 18 years of age or older
or legally emancipated by their parents or the school on their behalf
as specified.
II. Procedures
This reference guide outlines the procedures the District and the
schools must follow to comply with federal and state laws and
current Board policy.
A. District Responsibility
The Division of Instruction will send the Superintendent's letter
(Attachment A) directly to the parents of high school juniors and
seniors, notifying them of their rights to withhold their children's
directory and/or GPA information and their right to complete the
FAFSA or CADAA or opt-out, with the exception of the
parents/guardians of students identified as experiencing
homelessness. These letters will be sent in October 2024 in

English, Spanish, Armenian, Chinese, Farsi, Korean, Russian,
and Vietnamese.
For students identified as experiencing homelessness, the
Division of Instruction will send a separate Superintendent’s letter
(Attachment B) directly to the parents of high school juniors and
seniors, notifying them of the opportunity to participate in college
financial aid by completing the FAFSA or CADAA and authorizing
the sharing of their GPA information with CSAC. These letters
will be sent in October 2024 in English, Spanish, Armenian,
Chinese, Farsi, Korean, Russian, and Vietnamese.
B. Parent Responsibility
Parents of high school juniors and seniors are asked to complete
and return the “Request to Withhold 11th/12th Grader CSAC GPA
Information” on the Superintendent’s letter directly to the school
no later than November 22, 2024.
Parents of high school Class of 2025 seniors or seniors 18 years
of age or legally emancipated are asked to complete the FAFSA
or CADAA, as applicable, or opt out of completion no later than
September 30, 2024, using the form provided. Please see the
School Responsibility section below for assistance with the opt-
out process.
C. School Responsibility
The principal is responsible for ensuring that all parents are
notified of their rights to withhold directory and/or GPA
information, FAFSA/CADAA completion and opt-out
requirements, and keeping the MiSiS records up to date
regarding the release of directory or GPA information.
1. Schools must distribute the Parent-Student Handbook along
with the Information Release Form to all students at the
beginning of each school year and upon the enrollment of new
students. The District will mail the appropriate letter to juniors
and seniors whose parents prefer to receive written
communication in one of the translated languages.

2. Should the parents of high school juniors and seniors, or
juniors and seniors who are 18 years of age or legally
emancipated present a “LAUSD FAFSA or CADAA Opt-Out
Form,” a school counselor or designated school staff shall
meet with the student and parent (if applicable) to discuss:
• The consequences of withholding the GPA include the
loss of opportunity to participate in federal, state, and
institutional college financial aid programs.
• The option to complete a FAFSA or CADAA form and have
the GPA reported after the opt-out form has been
submitted.
3. Schools must enter the request to withhold directory or GPA
information in MiSiS by December 13, 2024. Schools should
follow the instructions below to enter the responses on the
returned opt-out forms.
a. Log in to MiSiS with the "Office Manager" role.
b. Search for the student and click on the student’s name.
c. Select “Exclusions” from the Census menu.
d. Click on the “Edit School Exclusions” button.
e. Click the “California Student Aid Commission” box to
indicate the restriction according to the responses on the
returned opt-out forms.
f. When finished, click the "Save School Exclusion" button.
The message "Exclusions Have Been Saved" will appear
to indicate that the updates have been saved.
g. If additional updates or corrections are needed, click the
"Return to Exclusions" button and then the "Edit School
Exclusions" button.
h. The signed opt-out form should be filed in the student’s
cumulative file.
4. Information entered in MiSiS will be collected electronically on
December 16, 2024, to create the juniors and seniors lists for
release to CSAC.
5. Schools must place the “Request to Withhold 11th/12th Grader
CSAC GPA Information" in the student's cumulative record.
The request to withhold student directory and/or GPA
information applies only to the current school year.

6. Should the parents of high school juniors and seniors, or
juniors and seniors who are 18 years of age or legally
emancipated, inform school staff of their intention to opt out
of completing a FAFSA or CADAA application and they do not
have the letter from the Superintendent of Schools with the
“Request to Withhold 11th/12th Grader CSAC GPA
Information” form, the school should provide the
parents/guardians or students with the “LAUSD FAFSA or
CADAA Opt-Out Form” (Attachment C).
• If the student is completing the form, they must sign and
date under "Option 1—Pupil Authorization."
• If the parent is completing the form, they must sign and
date under "Option 2—Parent or Guardian Authorization."
• California Education Code Section 51225.7 allows school
staff to exempt students from completing the FAFSA or
CADAA in limited circumstances. These circumstances
include a determination that, after reasonable efforts to
communicate with the parent and student, the student
cannot complete the form, and the parent cannot complete
the form.
To implement this exemption, the information must be entered
into MiSiS with signatures from both the counselor and a
school administrator.
7. Schools must place the “LAUSD FAFSA or CADAA Opt-Out
Form” in the student’s cumulative record. The request to
withhold student directory and/or GPA information is
applicable only to the current school year.
8. Special Instructions for Students Identified as
Experiencing Homeless.
Pursuant to California Education Code Section 49073(c),
directory information may not be released unless a parent has
provided written consent. In MiSiS, the default setting is for
the District to exclude directory information of students
experiencing homelessness from being shared without that
authorization. The “LAUSD FAFSA or CADAA Opt-In Form for
Students Experiencing Homelessness” (Attachment D) may
be used to share information of students experiencing
homelessness with CSAC.

For students experiencing homelessness to Opt-In for
financial aid information during their 11th grade year, the
Specialized Student Services (SSS) Counselor from Student
Health and Human Services will support in identifying these
students and informing parent/guardian about the Opt-In letter
(Attachment B) they will receive. The school site will enter the
Opt-In information into MiSiS.
SSS (Specialized Student Services) Counselors will support
with the following:
a. Identification: The SSS Counselors will extract a list of
grade 11 students from the prior year's homeless roster
(the rollover list) to determine which students are
experiencing homelessness during the 2024-25 school
year. They will also identify current students experiencing
homelessness throughout the year as they enroll or as
their housing status changes.
• This information will be shared with the State
Reporting Services Branch so that the Opt-In letter will
be sent to these grade 11 students centrally.
b. SSS Counselors will contact their grade 11 students prior
to the October deadline to explain the letter that will be
sent to opt-in for filing the FAFSA/CADAA during their
senior year.
c. The appropriate Opt-In letter will be sent to families.
d. The MiSiS directory information will be appropriately
entered for those students who opt-in using the “LAUSD
FAFSA or CADAA Opt-In Form for Students Experiencing
Homelessness” (Attachment D) at the school site as
described below.
School counselors or other designated staff should follow
these steps:
• Work with the SSS Counselor to identify students in 11th
and 12th grades identified as homeless.
• Meet with students and parents to discuss:
o Information about the FAFSA/CADAA program and
CSAC’s use of GPA and directory information data,
including the opportunity to participate in federal, state,
and institutional college financial aid programs.

o The opportunity to complete the “LAUSD FAFSA or
CADAA Opt-In Form for Students Experiencing
Homelessness” (Attachment D).
o The option to not authorize sharing this information.
• If the adult student/parent complete the form and agree to
have the GPA released to CSAC, follow the instructions
below record this option in MiSiS:
a. Log in to MiSiS with the "Office Manager" role.
b. Search for the student and click on the student’s name.
c. Select “Exclusions” from the Census menu.
d. Click on the “Edit School Exclusions” button.
e. Click the “California Student Aid Commission” box to
indicate the inclusion according to the responses on
the returned opt-in forms.
f. When finished, click the "Save School Exclusion"
button. The message "Exclusions Have Been Saved"
will appear to indicate that the updates have been
saved.
g. If additional updates or corrections are needed, click
the "Return to Exclusions" button and then the "Edit
School Exclusions" button.

Dear Los Angeles Unified Parent/Guardian of a High School Junior or Senior:
There are many ways to access funding for your child's college education that do not need
to be paid back. Completing a Free Application for Federal Student Aid (FAFSA) or
California Dream Act Application (CADAA) is a necessary first step to receive governmental
student financial aid, participate in Los Angeles College Promise, and to determine Cal
Grant eligibility. As part of the Cal Grant eligibility process, Los Angeles Unified submits
your student’s grade point average (GPA) to the California Student Aid Commission
(CSAC) to help your student qualify for free grants and scholarships for college. Below is
some important information about college funding:
What is FAFSA and why is it important?
• FAFSA is an online application that students need to complete to apply for federal
student aid (including the Pell Grant, work-study opportunities, and federal student
loans), state financial aid such as the Cal Grant program, and the Los Angeles College
Promise. Many colleges and universities use the application to determine and award
their own student aid. Completing the FAFSA could qualify your student for free money
through federal, state, and university grants and scholarships that help cover college
costs. See your student's school counselor for information.
What is CADAA?
• CADAA is an application that provides a path for students – who do not qualify for
federal aid – to apply for state and university-funded assistance. Completing the
CADAA could qualify your student for free money through state aid such as the Cal
Grant program, the Los Angeles College Promise, and university grants and
scholarships that help cover the cost of college. Your student’s school counselor has
more information.

What is a Cal Grant, and how are students eligible?
• A Cal Grant is financial aid from the State of California, for students attending
University of California, California State University, California Community Colleges, and
some private colleges in California that does not have to be paid back. To be
considered for a Cal Grant, public high schools and public charter high schools must
submit a high school Grade Point Average (GPA) to the California Student Aid
Commission (CSAC) by October 1 for all graduating seniors unless the student (age 18
years or older) or a parent opts out. It is important to note that without GPA verification
by the school district, CSAC will not be able to determine a student's Cal Grant financial
aid eligibility.
GPAs for seniors in the 2024-2025 school year will be reported to CSAC by March 2,
2025. GPAs for current 11th-grade students (prospective seniors in the 2024-2025
school year) will be reported to CSAC on September 24, 2025, to meet the state
reporting deadline of October 1, 2025.
• Your student’s GPA must be reported to CSAC to help determine Cal Grant
eligibility. Please complete the form on the bottom of the other side if you do not
wish to have the student’s GPA reported to CSAC and return the form to your
school by November 22, 2024. Otherwise, the GPA will be reported.

¿Qué es una beca Cal Grant y cómo se puede optar a ella?
• Cal Grant es una ayuda financiera del Estado de California para los estudiantes que asisten a

Что такое грант Cal Grant и как учащиеся могут его получить?
• Грант штата Калифорния Cal Grant – это финансовая помощь, предоставляемая штатом

There are many ways to access funding for your child's college education that do not need to be
repaid. Completing a Free Application for Federal Student Aid (FAFSA) or California Dream Act
Application (CADAA) is a necessary first step to receive federal student aid, participate in Los
Angeles College Promise, and determine Cal Grant eligibility. As part of the Cal Grant eligibility

What is FAFSA, and why is it important?
• FAFSA is an online application that students need to complete to apply for federal student aid
(i.e., Pell Grants, work-study opportunities, and federal student loans), state financial aid (i.e.,
the Cal Grant program), and the Los Angeles College Promise. Many universities and colleges
use the application to determine and award their own student aid. Completing the FAFSA could
qualify your student for free money through federal, state, and university grants and
scholarships that help cover college costs. See your student's school counselor for more
information.
What is CADAA?
• CADAA is an application that provides a path for students who do not qualify for federal aid due
to immigration status to apply for state and university-funded assistance. Completing the
CADAA could qualify your student for free money through state aid such as the Cal Grant
program, the Los Angeles College Promise, and university grants and scholarships that help
cover the cost of college. Your student’s school counselor has more information.

What is a Cal Grant and how are students eligible?
• A Cal Grant is financial aid from the State of California, for students attending University of
California, California State University, California Community Colleges, and some private
colleges in California that does not have to be paid back. To be considered for a Cal Grant,
public high schools and public charter high schools must submit a high school Grade Point
Average (GPA) to the California Student Aid Commission (CSAC) by October 1 for all
graduating seniors unless the student (age 18 years or older) or a parent opts out. It is important
to note that without GPA verification by the school district, CSAC will not be able to determine a
student's Cal Grant financial aid eligibility.
GPAs for seniors in the 2024-2025 school year will be reported to CSAC by March 2, 2025.
GPAs for current 11th-grade students (prospective seniors in the 2024-2025 school year) will be
reported to CSAC on September 24, 2025, to meet the state reporting deadline of October 1,
2025.
• To qualify for a Cal Grant, your student’s GPA must be reported to CSAC to help
determine eligibility. Please complete the form on the bottom of the other side if you wish
to have the student’s GPA reported to CSAC and return the form to your school by
November 22, 2024. Otherwise, the GPA will NOT be reported.

• 캘리포니아 무상 장학금은 캘리포니아 대학교, 캘리포니아 주립 대학교, 캘리포니아 커뮤니티
칼리지 및 캘리포니아의 일부 사립 대학교에 재학 중인 학생들을 대상으로 캘리포니아주에서

Что такое грант Cal Grant и как учащиеся могут его получить?

LAUSD FAFSA or CADAA Opt-Out Form
The Free Application for Federal Student Aid (FAFSA) or California Dream Act Application
(CADAA) determines a pupil’s eligibility for financial aid to assist with a pupil’s attendance
at a college or career school. California Education Code (EC) § 51225.7 requires a local
educational agency to confirm each 12th-grade pupil's completion and submission of a
FAFSA or CADAA unless the pupil is determined to be exempt or an opt-out form is
completed by a pupil who is a legally emancipated minor, a pupil who is 18 years or older,
a legal guardian, or parent, or a local educational agency on a pupil's behalf. This form
permits a pupil to opt out of completing a FAFSA or CADAA form.
To opt a pupil out of the Financial Aid Application requirement, please complete this form
and return it to your high school by November 22, 2024.
Submitting a Financial Aid Application Opt-Out Form does not prohibit a pupil from
completing and submitting a financial aid application at any time in the future.

Frequently Asked Questions about the Free Application for Federal Student Aid (FAFSA) and
the California Dream Act Application (CADAA)
“What is the FAFSA/CADAA?” The Free Application for Federal Student Aid (FAFSA) is an online
application that allows a pupil to apply simultaneously for federal student aid (including the Pell
Grant, work-study opportunities, and federal student loans) and state financial aid such as the Cal
Grant program. Many colleges and universities use it for their aid programs, too. The California
Dream Act Application (CADAA) is a similar application that provides a path for some pupils who do
not qualify for federal aid to apply for state and University-funded assistance. A FAFSA or CADAA
application is also a requirement to participate in the Los Angeles College Promise and the
California College Promise programs that allow first-time college students two years of full-time
tuition-free community college enrollment. Applying for the FAFSA or CADAA could qualify you for
free money through federal, state, and university grants and scholarships that help cover the cost of
your education.
“What are the consequences of not submitting and completing a FAFSA or CADAA
application?” Without a FAFSA application, the student will not be eligible for federal student aid
(including the Pell Grant, work-study opportunities, and federal student loans), state financial aid

“Does my family make too much money to benefit from the FAFSA/CADAA?” Financial aid is
left on the table every year by pupils who didn't apply because they erroneously thought they were
ineligible. You really only know once you apply! Income and assets are factors in determining your
eligibility, but so are things like the number of pupils in the family who are in school and the age of
the parent(s). For pupils from families that do not qualify for need-based grant aid, the
FAFSA/CADAA can still be helpful since it is used to determine eligibility for other federal and state
financial aid such as the Middle Class Scholarship, work-study programs, federal student loans
(usually at competitive rates and with more borrower protections than private loans, including

LAUSD FAFSA or CADAA Opt-In Form for Students Experiencing Homelessness
The Free Application for Federal Student Aid (FAFSA) or California Dream Act Application
(CADAA) determines a pupil’s eligibility for financial aid to assist with a pupil’s attendance at a
college or career school. California Education Code (CEC) § 51225.7 requires a local
educational agency to confirm each 12th-grade pupil's completion and submission of a FAFSA
or CADAA. Parents of students 17 years or younger and adult students 18 years or older who
are experiencing homelessness may request to opt-in to complete a FAFSA or CADAA. This
opt-in form permits a pupil to opt-in to the completion of a FAFSA or CADAA form.
To opt a pupil experiencing homelessness into the financial aid application process, please
complete this form and return it to your high school. Even if this form is not completed, a pupil
may still complete and submit a financial aid application at any time in the future.

Frequently Asked Questions about the Free Application for Federal Student Aid (FAFSA)
and the California Dream Act Application (CADAA)
“What is the FAFSA/CADAA?” The Free Application for Federal Student Aid (FAFSA) is an
online application that allows a pupil to apply simultaneously for federal student aid (including
the Pell Grant, work-study opportunities, and federal student loans) and state financial aid such
as the Cal Grant program. Many colleges and universities use it for their aid programs, too. The
California Dream Act Application (CADAA) is a similar application that provides a path for some
pupils who do not qualify for federal aid to apply for state and University-funded assistance. A
FAFSA or CADAA application is also a requirement to participate in the Los Angeles College
Promise and the California College Promise programs that allow first-time college students two
years of full-time tuition-free community college enrollment. Applying for the FAFSA or CADAA

“What are the consequences of not submitting and completing a FAFSA or CADAA
application?” Without a FAFSA application, the student will not be eligible for federal student
